The following documents will help offices establish and administer a telecommuting program.
Each of the documents should be thoroughly reviewed prior to initiating a telecommuting policy.
Coronavirus Update 3/12/2020:
In its guidance regarding the coronavirus, the Committee has stated that employees of an office that implements either a previously established emergency plan or a COOP plan may telework during the period that the emergency or COOP plan is in effect. The equipment an office purchases to provide for telework in an emergency scenario may also be used for telecommuting in the ordinary course of business. More information about both teleworking on a temporary basis in response to an emergency – such as the coronavirus pandemic – and telecommuting on a regular basis under normal business conditions is available below.
The Committee has made a model temporary teleworking policy and agreement available:
For purposes of these policies and any applicable regulations of the Committee on House Administration, “teleworking” is a temporary working arrangement, mutually agreed upon by the employee and the employing office, whereby the employee works at an Alternative Work Site on specified days and/or for specified hours in response to an emergency or implementation of the employing office’s Continuity of Operations Plan (COOP). It is distinct from telecommuting. “Telecommuting” is a working arrangement mutually agreed upon by the employee and the employing office whereby the employee works at an Alternative Work Site on specified days and/or for specified hours as part of regular business operations under non-emergency conditions.

Is a sample in-office agreement (similar to the Model Employee Handbook) that offices may customize to meet their particular needs and office policies.
