Committee on House Administration Ranking Member Rodney Davis (R-Ill.) released this statement following part one of today's hearing with the United States Capitol Police Inspector General Michael Bolton.

"Inspector General Bolton's report and his testimony provided many good recommendations on the needed reforms of United States Capitol Police department, but maybe the most concerning part of his testimony today was the ambiguity surrounding who exactly oversees the Capitol Police Board. When asked who oversees the board, Inspector General Bolton's answer was he didn't know," said Davis. "This is extremely concerning because as I noted in my opening statement, the board, the majority of which consists of leadership appointed and directed entities, has almost complete control of the USCP department. A 2017 GAO report I submitted for the record found that of the 27 different authorities given to either the board or USCP, the USCP chief only has individual control of four of these authorities. The report also finds that not only is this atypical for law enforcement entities, but it recommends statutory and non-statutory changes to increase the accountability, transparency, and communication of the board. I look forward to this hearing resuming early next week as there are additional questions that need answers."
