H.R. 6513, the Confirmation Of Congressional Observer Access Act (COCOA Act) was signed into law by President Biden on October 4, 2024 following its passage in the House and Senate on a bipartisan basis. It provides a statutory citation for the Election Observer Program, ensuring that congressional observers have unimpeded and unfettered observation access to all parts of the election process from beginning to end.

On Election Day this November 5, over 75 Congressional Election Observers were deployed to 67 Congressional districts around the country to observe ballot counting and all parts of the election administration process.
