WASHINGTON - Today, Committee on House Administration Chairman Bryan Steil (WI-01) announced the deployment of additional Congressional Election Observers to Iowa to observe the official recount of Iowa's First Congressional District race. 

"We must make sure that every legal ballot is counted accurately," Chairman Steil said. "This Congress, we recruited a record number of Congressional Election Observers and continue to run the most robust Program in the history of the House to ensure fairness and accuracy in our election results. I want to thank each of our Election Observers and my colleagues for sharing their staff's time as a commitment to strengthening our elections."

Background:
Article I, Section 5 of the Constitution grants each House of Congress the authority to “be the judge of Elections, Returns, and Qualifications of its own Members.”

H.R. 6513, the Confirmation Of Congressional Observer Access Act (COCOA Act) was signed into law by President Biden on October 4, 2024 following its passage in the House and Senate on a bipartisan basis. It provides a statutory citation for the Election Observer Program, ensuring that congressional observers have unimpeded and unfettered observation access to all parts of the election process from beginning to end.

On Election Day this November 5, over 75 Congressional Election Observers were deployed to 67 Congressional districts around the country to observe ballot counting and all parts of the election administration process.
