The Committee on House Administration holds oversight jurisdiction over the administration of federal elections and the legislative branch entities that support and serve the U.S. House of Representatives, including the Chief Administrative Officer, Architect of the Capitol, Clerk of the House, House Sergeant at Arms, United States Capitol Police, the Government Publishing Office, Government Accountability Office, Library of Congress, and the Smithsonian Institution.
As Members of Congress and their staff are unable to routinely engage at every level of election administration or the entities that diligently support the legislative branch, the Committee relies heavily on whistleblowers to support the Committee and its mission by helping to identify waste, fraud, abuse and other instances of mismanagement. We encourage legislative branch employees to not only take the opportunity to identify issues if needed, but also to propose solutions based on your familiarity with the operations of the organization of which you are a part.
Similarly, over the last few years, the rush to expand mail-in voting and other last minute election administration changes have increased the risk for voter disenfranchisement and fraud. Additionally, Congress has increased the federal funding for grants under the Help America Vote Act (HAVA). Whistleblowers play a vital role in conducting this constitutionally mandated oversight responsibility.
Should you find cause to approach the committee as a whistleblower, we encourage you to understand your rights as a whistleblower as they vary in the Legislative Branch from the Executive Branch. We recommend that you review these resources.
We advise that whistleblowers use their personal resources and contact information when communicating with the Committee, and that work equipment or work contact information is not used or provided. Further, do not submit classified information or other information barred from release through this form or by email.
Various U.S. laws at the federal, state and local level prohibit retaliation against whistleblowers for providing information to Congress. However, you still take serious risks when you report allegations of wrongdoing. We recommend that you consult an attorney experienced in whistleblower law for further guidance.
We respect your confidentiality, and we will use your contact information only to follow up with you regarding your submission. You may submit a disclosure anonymously by not putting your name or contact information below. However, please be aware that anonymous disclosures may limit our ability to respond to the information that you provide. Additionally, please note that the Committee oversight staff have undergone training with the Office of the Whistleblower Ombuds and established the following webform with the Ombuds' guidance.
