WASHINGTON: The Subcommittee on Modernization and Innovation Chairwoman Stephanie Bice (OK-05) and Ranking Member Norma Torres (CA-35) are seeking actionable ideas to modernize how the House and the Legislative Branch, generally, work on behalf of the American People. The Subcommittee is particularly interested in bold, creative ideas that will help set the future direction of modernization in the House. Ideas can be submitted using this form or by visiting the Subcommittee’s website. The window for submissions is from August 3 to August 31, 2026. The Subcommittee will provide an update on submissions later this fall.
 

Over the course of the 118th and 119th Congresses, the Subcommittee has pursued a broad range of new initiatives focused on more contemporary issues. As new and emerging technologies continue to rapidly change the way people work and communicate, and as workplace issues like accessibility, staff recruitment and retention, employee benefits, systems administration, data management, procurement, and more continue to evolve, the House needs to stay current or risk falling behind.
 

In soliciting new modernization ideas from internal and external stakeholders today, the Subcommittee hopes to begin building a modernization roadmap for tomorrow.
 

Background:  

The Subcommittee on Modernization and Innovation was created at the beginning of the 118th Congress to implement recommendations made by the Select Committee on the Modernization of Congress. The Subcommittee, led by Chairwoman Stephanie Bice (R-OK) and Ranking Member Norma Torres (D-CA), has successfully implemented or closed the vast majority of the Select Committee’s 202 bipartisan recommendations to improve how Congress works for the American People. Of the 31 remaining open recommendations, 18 fall within the jurisdiction of other committees or require action by House leadership.
