WASHINGTON - Today, the U.S. House of Representatives passed three Committee on House Administration measures by voice vote. The three bills included: 

  • H.R. 7592, To direct the Librarian of Congress to promote the more cost-effective, efficient, and expanded availability of the Annotated Constitution and pocket part-supplement by replacing the hardbound versions with digital versions.
  • H.R. 7593, Modernizing the Congressional Research Service's Access to Data Act
  • H.R. 6513, Confirmation of Congressional Observer Access Act of 2023

Background:

H.R. 7592 would remove the statutory requirement to print hardbound copies of the Constitution Annotated (CONAN). Replacing the hardbound version of CONAN with a superior, digital version that already exists will save taxpayer dollars and eliminate inefficient use of Congressional Research Center staff time so they can better support the more pressing work of Congress.

H.R. 7593, the Modernizing Congressional Research Service's Access to Data Act, updates the Congressional Research Center's statute to reflect how Congress works today, rather than how it worked 50 years ago when the statute was last updated. The measure ensures that the agency can request data and information from federal agencies to support all its work on the behalf of Congress.

H.R. 6513, the Confirmation of the Congressional Observer Access Act of 2023 codifies the long-running Congressional Observer Program, which, pursuant to constitutional authority, deploys designated congressional election observers to observe federal election administration procedures.
