Update Test

Across the country, we are seeing the administration problems with states trying to expand mail-in voting just months before an election. Whether it's duplicate ballots, ballots arriving late or not at all, outdated voter rolls, legalized ballot harvesting, polling place consolidations, we have seen it all over the last year and this timeline documents it. Not only do these last-minute changes invite fraud, but it leads to people being disenfranchised. Despite these clear warnings, Democrats continue to pass legislation to federalize our elections and force states to expand mail-in voting in a timeframe that is impossible to implement correctly. Ranking Member Davis believe is working to empower states to prevent fraud, secure our election infrastructure, and help people safely vote.

In anticipation that more voters would choose to vote by mail, LA County consolidated more than 4,000 voting locations to less than 1,000 vote centers resulting in reported vote wait times of up to four hours. According to Voting Systems Assessment Project (VSAP) Board Report, 15% of, or more than one hundred thousand, voters waited more than two hours to vote.

Davis Releases Ballot Harvesting Report Highlighting Opportunities for Fraud and Abuse
Committee on House Administration Republicans' report that examines the use of ballot harvesting – when any individual can pick up any voter's ballot for any reason and deliver it to the polling location completely unchecked – in the 2018 midterm congressional elections. Specifically, the report analyzes two states: North Carolina, which overturned an election because of the fraud associated with ballot harvesting, and California, which maximized and politically weaponized ballot harvesting in 2018 and still does today.

Davis Releases Ballot Harvesting Report Highlighting Opportunities for Fraud and Abuse
The Heroes Act not only mandates no-excuse absentee voting, but also mandates states, in the event of an emergency or disaster that occurs 120 to 30 days prior to an election, to mail a ballot to every registered voter. COVID-19 would qualify as an emergency or disaster to trigger this rule. Meaning states would have to mail every registered voter a ballot even if their voter rolls, like LA and California, have more registered voters than eligible citizens or it's impossible for them to move to mail-in voting in a matter of days. Additional mandates such as same day registration, polling location requirements, ID prohibition, and more were also part of this legislation – most of which were also in H.R. 1 passed prior to the coronavirus in 2019.

Davis released this statement: "Tuesday's primaries, held in red and blue states alike, demonstrated just how complicated implementing a vote-by-mail process is and how if not done properly, can unintentionally disenfranchise many voters. Confusion among voters, fewer in-person voting locations, overwhelmed election administrators, and unsecure election processes are issues reported from this week's primaries that every state needs to look at and work to address before November or risk disenfranchising voters. Ten Republicans introduce the Emergency Assistance for Safe Elections Act
Davis and several House Republicans introduced the Emergency Assistance for Safe Elections (EASE) Act to help states ensure those who want to vote in person can do so safely by providing $400 million to recruit poll workers, clean polling locations, and make mail-in voting more secure by cleaning their voter rolls. The EASE Act provides the assistance to state and local election administrators have been asking Congress for while putting commonsense restrictions on what the funding can go towards. Davis also encourages this bill to be included as part of the negotiations for the next coronavirus relief package.

Davis Announces Virtual Election Roundtables to Discuss Issues Facing Local Election Administrators
Davis announced he will host virtual election roundtables titled "Administering Safe Elections During a Pandemic" across the country as part of the committee's oversight role. In the last four elections, more than 28 million mail-in ballots went missing, according to the Election Assistance Commission (EAC). New York Election Roundtable Highlights Ongoing Fraud Issues with Mail-in Voting
Davis noted the virtual roundtable highlighted, very clearly, the issue with mailing live ballots to every registered voter as Democrats have proposed in the Heroes Act. A local election official in Suffolk County spoke about receiving an absentee ballot application for someone who had passed away months ago. Luckily that was caught and it wasn't a live ballot. Davis went on to talk about how this continues to be a major concern, especially when states like California have been sued for failing to update their voter rolls but are mailing live ballots to every registered voter.

Davis Sends Additional Oversight Letters to New York, New Jersey, and Pennsylvania
The letters sent to New York, New Jersey, and Pennsylvania outline a number of election administration problems ahead of November 3rd, including many of the security concerns with mail-in voting raised by a whistleblower in a recent New York Post article. Davis also requests information regarding the security and delivery of mail-in ballots, alleged voter coercion at nursing homes, and preventing the impersonation of voters.

Democrats Use Pandemic Relief Bill To Federalize Elections 33 Days Before Election Day
Davis speaks on the Heroes 2.0 Act saying it includes 71 pages of election mandates on states 33 days before the election and after more than a million people have already voted across the country. These are mandates include same-day registration, 15 days of early voting, requires specific rules for polling locations, forcing no-excuse absentee voting, nationalizing ballot harvesting, and more. Davis notes not only would this be impossible for election administrators to implement in this short timeframe, but voters would be voting under different rules.

In Iowa's 2nd District, every legal vote was counted and we know this because the votes were counted and recounted using a timely, transparent, and bipartisan process. Bipartisan recount boards in all 24 counties — including a member appointed by the Miller-Meeks campaign, a member appointed by the Hart campaign, and their agreed upon third member — conducted the recount. Following the recount, Iowa's bipartisan State Canvassing Board voted unanimously to declare Rep.-elect Dr. Miller-Meeks the winner on Nov. 30.

In response to the concerns brought up in the previous letter, Roberts stated that after the AP reporter brought the situation to their attention, it was immediately investigated, and with the assistance of the Tennessee Secretary of State's office, they were able to identify the specific voters impacted. From there, they developed a remedy to ensure all eligible Davidson County voters had the opportunity to cast the correct ballot on Election Day.
